County staff presented Ordinance No. 717-d, an amendment to Title 2 Chapter 20, proposing dissolution of the Eastern Summit County Sewer Advisory Committee (ESAC). Staff said recent Utah legislation requires counties to streamline subdivision approvals, and ESAC’s principal role — reviewing small wastewater systems and advising the general manager or governing board — can be handled by the Summit County Health Department and in-house engineering and planning review under the proposed amendment.
Staff described ESAC’s current composition (community representatives, planning/engineering and health staff, and two at-large members) and said they had notified ESAC members of the proposed change. The draft ordinance preserves engineering and community-development review steps but consolidates advisory responsibilities internally at the health department to conform to the truncated review timelines introduced by state law, according to staff.
A council member moved to adopt Ordinance No. 717-d and the motion was seconded; council approved the ordinance by voice vote. Staff said the change is intended to expedite reviews for wastewater systems serving fewer than 10 lots and to centralize day-to-day advisory duties within county departments. The council did not record dissent in the transcript and the ordinance was adopted at the meeting.
