Mayors report water, road and infrastructure projects; Council approves minutes and sets Oct. 17 meeting

During the Summit County Council of Governments meeting on Sept. 19, mayors from several municipalities reported routine and urgent infrastructure projects, and the council completed routine business by approving minutes and setting future meeting dates.
The mayor from Francis reported Frontier Days concluded successfully and that a new water tank and associated water-line work are near completion, with Willowway water-line installation underway. The mayor of another municipality (self-identified as Mayor Wilson) reported completion of drilling on a new well with reported artesian flow near 1,000 gallons per minute and said testing would proceed in the following weeks.
A speaker described local sidewalk work tied to a safe-routes-to-school plan and a pond-liner project for secondary water; that speaker also said a lift station and sewer line installation under the freeway is virtually complete. Another mayor reported a recent 8-inch water-main break on Main Street that crews contained and repaired.
Park City’s mayor (self-identified) raised concerns about aging Main Street water lines encased in mine tailings and other materials, saying replacement would be disruptive to the historic downtown core and that emergency procurement had been necessary for some repairs. The Park City mayor also noted questions about which county receives some sales-tax revenue after changes in ski-operations ZIP-code assignment and reported a canceled visiting-conference tied to a national government shutdown.
After updates, the council voted to approve the minutes from July 31, 2023. The chair noted a motion to approve and a second; the minutes were approved by voice vote with no recorded opposition. The council then discussed scheduling and set the next meeting for Oct. 17. A motion to adjourn was made and seconded, and the meeting ended by voice vote.
The council recognized ongoing EMS work and thanked staff and volunteers. Several mayors expressed appreciation for the state outreach presentation earlier in the meeting and indicated they would follow up with staff on grant and loan options.
