COG forwards Transportation Sales Tax funding recommendations to County Council, including SR-32 trail and Old Ranch Road projects

Brandon Brady of the county transportation division presented the Transportation Sales Tax (TST) project funding tables and memos and asked the Council of Governments to forward a positive recommendation to the Summit County Council.
Brady outlined the small-cities grant approach (three-year quarter averages) and described new and reallocated projects: the SR-32 trail extension from Camas to Francis (requested $1.2 million pay-as-you-go), Old Ranch Road shoulder widening and separated trail (requested $1.2 million), an increased start-up ask for the county-run e-bike share program (one-time larger upfront cost while the county assumes operations), and an updated off-ramp solution at South Summit re-scoped to a roundabout (higher cost than the previously planned signal). High Valley Transit requested reallocation of funds toward SR-224 BRT design and environmental work.
Staff said the overall pay-as-you-go package totals a little over $2 million, consistent with prior years, and bond projects are slightly lower than prior cycles. Following questions and a brief discussion, Mayor Wuerl moved and Mayor Marsh seconded a motion to forward a positive recommendation of Tables 1'4 and the master TST allocation table through 2024 to the County Council. The motion passed unanimously.
The recommendation does not itself appropriate County Council funds; it forwards the prioritized project lists and allocation tables so the County Council can consider them in its own appropriation process.
