Summit joins multijurisdictional renewable‑energy effort; application to PSC expected in March

Emily Quintin, Summit County sustainability manager, briefed the COG on the Community Renewable Energy Agency, an interlocal cooperative of 18 Utah cities and counties that includes Summit County, Colville, Oakley, Francis and Park City. The interlocal is negotiating a program design with Rocky Mountain Power that would allow residents and businesses a new way to access renewable electricity under a community program.
Emily said the interlocal intends to submit a program application to the Utah Public Service Commission by March; the PSC review could take three to six months. If the PSC approves the program, participating communities would have a 90‑day window to consider and adopt an ordinance to formally join the program and offer the option to local customers.
Emily asked COG members for help coordinating outreach and education because the program’s reach would include unincorporated county customers and those in partner municipalities. She also noted county legal staff and county attorneys are reviewing program documents and that staff will present to municipal councils as the PSC timeline develops.
