Summit County Board of Health votes to open 30‑day public comment on proposed department fees

Summit County staff presented a three‑year fee review to the Board of Health and requested permission to post the proposed Summit County Health Department fees for 30 days of written public comment.

Staff explained the department follows a three‑year data window and uses an algorithm that averages staff time across that period to propose fee levels that better reflect the cost of providing inspections and services. Presentation highlights included reworking immunization and lab administration fees, the decision to keep farmer's market registration free (with a $250 penalty for unpermitted booths), and line‑item examples such as an unpermitted septic penalty currently proposed at $1,000.

Board members questioned the approach to rounding and percent increases for small fees (for example, tests that rose from $6 to $15 show large percentage changes but small absolute differences) and asked staff to clarify hourly vs one‑time fees for after‑hours and on‑site assistance. Staff agreed to clarify hourly notation, correct an identified farmer's market line, and post an annotated schedule for public review.

At the conclusion of the discussion a board member moved to begin the public comment period and Chris Cherniad seconded. The chair called for the vote; with Dr. Golding visible on camera as a remote member, the motion passed unanimously. Staff said the fee document would be posted within the week to begin the 30‑day clock, the board would receive a public comment summary at the December meeting and consider final action in January.
