Council tightens appointment rules and adopts 2025 legislative priorities

The Middleburg Town Council on Nov. 13 voted to amend its rules of procedure to clarify the process for reappointments to town committees and adopted its 2025 legislative priorities to guide state advocacy.
Town clerk Rhonda North brought forward the procedural amendment after staff reported ambiguity in council direction over whether vacancies should be advertised when incumbents seek reappointment. Councilors debated fairness, transparency and the workload on volunteer committee members; one council member voiced concern about the appearance of cronyism if incumbents were automatically reappointed without public notice.
Councilor Bud Jacobs said the revised language strikes the right balance: incumbents may be asked whether they seek reappointment and may submit themselves for interview, but advertising vacancies will allow public applicants equal opportunity. The council adopted the amended resolution with an effective date of 11/14/2024.
On legislative priorities, Town Manager Danny Davis and Town Attorney Martin Crim outlined three focus areas for 2025: preserve local land‑use authority (including efforts to reclaim authority limited by recent short‑term rental legislation), protect local taxing authority (noting the town’s reliance on the BPOL and transient‑occupancy taxes), and seek clarity and efficiency on FOIA bills. The council voted to approve the 2025 general assembly legislative program and directed staff to prepare a one‑page summary for the town’s legislative delegation.
The meeting closed with a motion to enter closed session to consult legal counsel on two pending litigations (Cooper Building Services LLC v. Town of Middleburg and Salamander Farms LLC v. Town of Middleburg) and to conduct the town manager’s performance review; the council reconvened and certified the closed session.
