At its Oct. 8 meeting the Town of Sudbury Select Board reviewed a draft set of six board goals and discussed near‑term actions for several priorities.
Town Manager Andy Sheehan described two crosscutting priorities: (1) request a Division of Local Services (DLS) financial management review to examine operating and capital practices and existing financial policies, and (2) address staffing and succession planning across town departments. Andy told the board he will seek a formal vote to submit a DLS request and estimated that the DLS process could take several months once the town is queued.
Board members also discussed infrastructure items where staff is already active. On the Bruce Freeman and Mass Central rail trails, Andy reported that the Department of Conservation and Recreation (DCR) expects to engage with Sudbury next spring and that the town should complete design work to be ready for funding opportunities. On transportation, members urged staff to inventory town multi‑passenger vehicles that could be repurposed for commuter shuttles and to examine staffing and cost models for any shuttle program.
Fairbank Community Center optimization prompted a lengthier exchange about the Select Board’s role: members agreed the center’s day‑to‑day operations are largely operational (Park & Rec and Council on Aging) but suggested the board serve as an air‑traffic controller to coordinate multiple stakeholders and asked staff to propose measurable metrics and an operating plan for review. Several board members also asked that staff collect participation and program success metrics from Park & Rec and bring them back to the board.
Action items: staff will return redlines and proposed timelines for DLS submission, present a vehicle inventory and options for a commuter shuttle, and prepare an operational/metrics plan for Fairbank for a future board workshop.
