The City of Lakeland Planning and Zoning Board voted 6–0 on Feb. 18 to approve a conditional use permit allowing a research and development laboratory for metallurgical and process testing at 4040 Kidron Road (Ruthven Airpark). The lab, described in staff materials as an industrial‑nature R&D facility, will locate in a 1,750‑square‑foot unit and provide metallurgical, chemical and process engineering support to clients working on critical mineral and rare earth projects.
Applicant Andrew Gillespie told the board the typical customer sample is small — often under 10 grams but up to several hundred grams for analyzer runs — and samples are moved by FedEx or pickup. He said the operation currently functions as a demonstration lab and that the business would apply for a federal radiation license only if future processes required it; until then the business maintains internal safety protocols and would be subject to formal federal oversight if a license is obtained.
Staff noted the lab is in a longstanding PUD and recommended approval with conditions including compliance with building and fire codes, local/state/federal regulations, and that any expansion of the facility or increases beyond the specified maximum area would require return to the board. The board asked about monitoring and reporting obligations; applicant said reporting would be limited to customers unless waste or regulated materials trigger formal reporting protocols.
The board approved the requested conditional use and will forward the conditions and site limitations to the City Commission as part of the formal record.
