The Fort Myers City Community Redevelopment Agency approved Amendment No. 3 to the development agreement for the Cleveland Avenue redevelopment area project between the CRA, Fort Myers City and 2010 Hansen LLC. The amendment removes the MBE (minority‑based contracting) requirement from the CRA development agreement to resolve inconsistencies with the project's CDBG documents, according to the developer’s counsel.
Megan Strayhorn, attorney for 2010 Hansen LLC, told the board the change is intended to clear language conflicts so the CDBG documentation and the CRA agreement are consistent and so as not to jeopardize the CDBG award. "This amendment is a very exciting amendment request... the cleanest approach would be ... to remove the MBE requirement," she said.
Tom Rossi, identified in the transcript as representing 20 10 Hansen, said the project has been awarded CDBG funds (the transcript references a $20,000,000 CDBG grant) and described the project as a mixed‑income development. In the meeting record Rossi referenced both a 336‑unit project and 172 affordable units in different remarks; he explained the team is aligning TIF and CDBG documents and targeting a construction close in spring, pending final approvals.
One commissioner announced a recusal from the agenda item "at the advice of legal counsel" because of a potential conflict of interest. The board then moved, seconded and approved the amendment by voice vote.
The board discussed publishing clearer information on CRA and city affordable‑housing programs after the vote; staff noted a consolidated list is available on the website and agreed to consider additional promotion.
