Council annexes parcel on Seventh Lane North, approves matching land-use map change

Pinellas Park City Council voted unanimously to annex a parcel located at (listed in the record) 624360 Seventh Lane North and to change its future land-use designation to Residential Low Medium (RLM) with a corresponding R-4 duplex residential zoning assignment on annexation.
Senior planner Lizzie St. Pierre presented Case AX-2024-00005 (annexation) and LUPA-0924-00008 (future land use map amendment). St. Pierre said the parcel is contiguous to the city, located in Flood Zone X (low flood risk), currently designated RL in the county and currently zoned residential mobile/manufactured home (RMH) in the county; upon annexation staff recommended changing the zoning to Duplex Residential District (R-4) and the future land use to RLM. St. Pierre noted that the request is consistent with the city’s adopted comprehensive plan and meets the annexation requirements set out in Florida Statute 171.044.
Council asked clarifying questions about the distinction between future land-use designation and zoning and confirmed staff’s consistency determination. There were no public comments. Council moved to adopt the annexation ordinance (42-84) and the land-use ordinance (2025-02) on second and final readings; both measures passed unanimously.
The planning and zoning commission had recommended approval of the LUPA with the condition that the annexation be approved by city council.
