City council approves first budget amendment, funds police vehicles and cadet positions

City staff (Dan Cassianz) told council the amendment primarily moves unspent prior-year funds into the current budget to finish capital projects and to cover market adjustments and merit pay increases. The amendment includes funding for the police and fire campus, Youth Park, Davis Commons, emergency infrastructure repairs, water meter purchases and “close to a little bit over a million dollars for police vehicles,” according to staff. The package also budgets for four new police cadet positions and salary adjustments in police administration.
Council opened and closed the public hearing with no public comment, and a council member moved to pass the measure on second and final reading; the motion carried unanimously.
The ordinance takes effect as provided in the text and moves previously budgeted project funds into the current fiscal year to allow staff to continue or complete projects.
Next steps: staff will proceed with procurement and project implementation under the amended appropriations.
