Sudbury subcommittee maps plan to consolidate town policies, flags gaps in records

The Policies & Procedures Subcommittee of the Town of Sudbury Select Board convened Sept. 13 to begin consolidating decades of Select Board policies into a single, public-facing inventory and to assign follow-ups where records or votes are unclear.

Dan Carty, Select Board member and presenter of a color-coded spreadsheet, told colleagues the list was the product of a 25-year review of meeting minutes and that green entries represent the most recent version of a policy, yellow entries need work or verification, and gray entries are superseded. "My goal is to get all of our policies in one place with some type of ordered format," Carty said, describing a proposed web-based list with hyperlinks to the current voted policy.

The subcommittee focused on several recurring issues: discrepancies in the historical record for certain policies, the distinction between formal policies and operational fee schedules, and whether older documents remain in force. Lisa Kushakian, Select Board member, pressed for assurance that items the board had recently voted — "the procurement policy, the minutes policy and the fraud policy" — be labeled current once the votes are confirmed. "All I'm saying is the minutes policy, the fraud policy, the procurement policy — we actually voted those," Kushakian said.

Carty said the team must check for conflicting earlier versions before finalizing entries. He cited an apparent reference to an "anti-fraud policies and procedures" document from 2013 that may conflict with a fraud policy voted Sept. 26, 2023, and asked members to identify which version should stand. "There was reference to another policy in 2013," Carty said; members agreed to verify dates and minutes when the vote occurred.

On operational items, the subcommittee generally agreed fees and many technical procedures should be treated as operational or administrative, not as Select Board policy. "Fees really are not policies," Andy (first-name only), Select Board member, said. The group discussed moving fee schedules (examples cited included ambulance, transfer station and license fees) into a single fee schedule and voting as needed so there is no gap in authority.

The subcommittee also flagged items for further research including site-plan authority (whether responsibility had migrated from the Select Board), several sign-related policies and whether the town’s "tree and bench" program and a separate memorial-bench policy are duplicative or conflicting.

Members divided follow-up work: Carty said he would consolidate and circulate notes and chase records he could not find; Kushakian agreed to search minutes and recordings for policies she cited; Andy volunteered to investigate procurement and grant-related policies and trust/investment documents. Carty noted roughly 60 items on the inventory that need verification or action.

The subcommittee approved the minutes of its July 26, 2024 meeting during the session. It set an update to the full Select Board and confirmed follow-up subcommittee meetings: Oct. 4 (noon) and Nov. 8 (11:00 a.m.), with the aim of having progress to report on the consolidated list. Carty said he will summarize assigned action items and circulate links to policies where available.

The subcommittee ended by agreeing to continue methodically reviewing records and to prepare a short Select Board update on their process and the items that require formal action.

The Policies & Procedures Subcommittee is expected to reconvene Oct. 4 to report progress and to prepare materials for a future Select Board discussion.
