Sudbury subcommittee trims Select Board policy list, asks full board to set update priorities

The Town of Sudbury Select Board policies & procedures subcommittee spent its session reviewing a long inventory of town policies to prepare a cleaned, linked list for the full Select Board. The subcommittee used a color system—green for the most recent versions, gray for policies superseded or no longer applicable, and yellow for items needing more investigation—to reduce a sprawling set of documents to a manageable, web-ready package.

Dan, leading the review, said the goal was to move as many yellow items as possible to green or gray so the Select Board would receive a compact, linked set of policies rather than “a big long list.” He said he would prepare a short (two- or three-slide) summary showing the progression and would add hyperlinks to the latest versions where available.

Town Manager Andy Sheehan told the subcommittee that some documents are better treated as administrative guidance or operational regulations rather than Select Board policy. Andy recommended rescinding out-of-date items to “clean the books” so future boards start from a clearer baseline. The group agreed that traffic rules, certain sign regulations and operational materials (such as electronic sign use and portable sign permitting) are legal or operational documents and should be listed separately from Select Board policies.

The subcommittee confirmed that the Gifts and Grants acceptance policy adopted 09/26/2023 supersedes older donation guidance and that the town’s Financial Management policies adopted in 2023 capture investment guidance previously listed as a standalone policy. Victor was asked to consult trustees of town donations before further changes to trust-fund investment guidance.

Members flagged uncertainty around a handful of legacy references—items cited in past minutes (tax-bill inserts, a ‘‘restaurant policy,’’ and a 25-mph thickly-settled reference) that the committee could not locate in current policy files. The group moved those items to gray pending follow-up and noted that some older documents appear to have been drafted by past town managers rather than adopted as board votes.

Remote participation and hybrid meetings drew particular attention. Lisa Kushak urged the Select Board to decide whether hybrid meetings should be required, saying, “We have the technology. We paid for it. I think the board needs to have a discussion.” Andy noted there are draft edits in the records and some versions that were discussed but not formally adopted; the subcommittee put remote participation on the full board agenda for clarification.

Procedurally, the subcommittee agreed to present the color-coded spreadsheet and links to the Select Board, request direction about one or two policies to prioritize for revision, and proceed to rescind or reclassify identified items where appropriate. The committee approved the subcommittee minutes from 09/13/2024 and scheduled its next meetings (November 8, with a tentative follow-up on December 6 at noon).

The next steps are for Dan to clean up the spreadsheet, add links where available, circulate the packet for the Select Board meeting, and for staff (including Victor on trust matters) to research a few unresolved items.

No final policy rescissions or adoptions were taken at the subcommittee meeting; the group prepared recommendations and materials for the full Select Board’s consideration.
