Fredericksburg ARB forwards 24 ‘character structures’ (adds MISO building, corrects UMI date) to planning commission

The Fredericksburg Architectural Review Board voted 5–1 on Nov. 11 to adopt a recommended list of 24 "character structures" for Area 5 and forward the list to the Planning Commission and City Council, adding the MISO building at 1305 Emancipation Highway and correcting the construction date of the property at 1500 Emancipation Highway to 1980.
The action came after extended discussion about the period of significance for Area 5 (staff and members discussed a 1974 cutoff tied to transportation-era development and a 50-year threshold), the integrity of candidate properties, and whether to include buildings on Route 1 that illustrate automobile-era development even if they are younger than 50 years.
Danae Peckler, speaking for the Historic Fredericksburg Foundation, provided research on several Emancipation Highway buildings and urged the ARB to consider them for protection. Some board members argued for consistent treatment of nearby pairs of properties (MISO and UMI) so they are not split across the inclusion line. Staff noted construction-date corrections after public comment and recommended a final list to forward.
The motion to adopt the list with the two changes passed with five ayes and one nay. The ARB will forward the adopted inventory items and staff’s report to the Planning Commission for its public hearing on Area 5 and then to City Council for final action.
Board and staff comments stressed that adding structures to the local inventory is an administrative recommendation; property owners retain rights to comment at subsequent hearings and formal protections would be considered later in the planning process.
