ARB grants partial approval to investigate siding at 1312 Sophia, continues material decision to Nov. 18

The Fredericksburg Architectural Review Board voted to partially approve COA 2400978 for 1312 Sophia Street, authorizing removal of the outer siding layers to permit investigation of any underlying historic wood and continuing the determination of appropriate replacement materials to the board's Nov. 18 hearing.
Staff presented the case background, noting the dwelling dates in part to 1849 and currently has a mix of masonite, aluminum, and some fiber-cement cladding. Because the historic fabric beneath the applied siding is unknown, staff recommended a partial approval to remove the nonhistoric outer layers for assessment and to continue the material‑selection decision pending findings. Staff said if original wood siding remains and is repairable, replacement with new siding may not be required.
A public speaker identified as Denae Pecler (speaking on behalf of HFI) concurred with staff and noted her personal experience removing aluminum to reveal well-preserved wood weatherboards. During deliberations members raised practical concerns about exposing underlying material and temporary weatherproofing; staff suggested temporary measures and offered to advise on short-term repairs. The board amended the staff recommendation to explicitly permit applicants to proceed without returning to ARB if repairable wood is found, and to continue unresolved material decisions to Nov. 18.
The motion—recorded as a partial approval with the continuation and the amendment—carried unanimously (7-0). The application will return to the ARB on Nov. 18 unless the applicant proceeds under the agreed repair pathway.
