The Huntington Public Safety Committee voted to forward to council a resolution authorizing purchase of a Leica BLK360 mapping unit and related software, support and training for use in crime-scene and crash-scene reconstruction.
Police Chief Phil Watkins told the committee the BLK360 (recorded in the transcript as "BLK 3 60 g 2") is a high-precision laser scanner that captures millions of data points to create detailed 3D reconstructions useful for analysis, documentation and courtroom presentation. Watkins described the scanner as improving on-scene efficiency, data accuracy and officer safety.
"So we are requesting council's approval to purchase a Leica BLK360 G2 mapping unit," Watkins said. "The purchase will cost $54,359.20 and will be made directly from the sole-source provider Leica Geosystems, out of Norcross, Georgia. The full cost of this purchase will be funded by the BGA FY 2024 burn grant allocated to the police department's technology modernization project."
Committee members moved and seconded a motion to forward the resolution to council with a favorable recommendation; the motion passed by voice vote. Miss Lehman agreed to sponsor the item before council. The recommendation does not itself finalize the purchase; final contract approval and any necessary procurement steps will occur at the council level or through counsel review.
