Council adopts Plan 2035 comprehensive plan update after multi-year outreach

Huntington City Council on Dec. 9 adopted the updated comprehensive plan, dubbed Plan 2035, which staff described as the result of two years of drafting, community engagement and consultant work.
Brianna Shell, planning director, told council staff partnered with the Planning Commission, Downstream Strategies and the West Virginia University Land Use and Sustainable Development Clinic to update the city's plan. Staff outlined engagement statistics: five outreach opportunities, eight neighborhood conversations that reached about 205 residents and roughly 1,800 total responses across online surveys and events. The draft organizes three main sections (community profile, community-created values/principles and a future land-use map) and includes an implementation charter with metrics to track progress.
Shell said the update builds on Plan 2025 and related neighborhood strategies; Planning Commission forwarded a favorable recommendation on Nov. 18. Council took the ordinance on second reading and voted to adopt the plan. Printed and online draft copies were noted as available to the public.
Next steps: staff will publish final documents online and begin implementation steps identified in the plan's action charter.
