Planning director releases draft 2040 general plan EIR; 45-day comment period and joint workshop announced

Planning Director Christie told the commission that the draft environmental impact report (EIR) for Loomis's 2040 general plan, prepared by AECOM, was released on Sept. 22 and is available on the town planning website and at Town Hall and the library.

Christie said there is a 45-day public comment period running from Sept. 22 through Nov. 6 and that the town will host a joint workshop with the planning commission and town council on Oct. 17 at 7 p.m. at the Training Depot to receive verbal and written input on the technical adequacy of the draft EIR and alternatives. She said the town will consider all comments in preparing the final EIR, expected in late 2023.

Christie also announced that the Hidden Grove project has a new environmental consultant, Raney Planning and Management, to prepare that project's EIR; the town is coordinating with the consultant and awaiting direction from the State Housing and Community Development Department on related topics. She said the town is working on a zoning ordinance update to implement the 2021 housing element and to comply with current state housing laws.

Other items Christie mentioned: Costco is anticipated to open in spring 2024 and the town is widening Sierra College Boulevard from Brace Road to Taylor, with Costco working on local roadway improvements and driveway work. The Loomis Library Demonstration Garden had a groundbreaking on Sept. 19 and the eggplant festival is scheduled for Oct. 7.

Christie encouraged public review of the draft EIR and attendance at the Oct. 17 workshop. The planning commission will consider comments and technical input as the town prepares the final EIR and associated zoning changes.
