Mayor Cartwright presented Rebe with a plaque acknowledging service from July 5, 2017, through June 9, 2023, and read a certificate outlining his leadership on downtown revitalization, facade grant programs and the Costco project.
Council members and staff used the recognition to highlight Rebe's accessibility and role in several long-running projects. "You're a straight shooter. I respect you as a man, and you are always available in your office," Mayor Cartwright said while presenting the plaque. Other council members thanked Rebe for helping them learn the town's operations and for his work during the pandemic.
Rebe, who addressed the council and community, said the town was "on a pretty solid footing going forward" and praised the staff he worked with. He also acknowledged the role of his family and staff in supporting his work.
The proclamation read into the record credited Rebe with developing the town's facade improvement grant program, improving coordination with the Loomis Chamber of Commerce and helping shepherd the Costco project through council review, which culminated in approval on Nov. 8, 2022. The plaque was dated June 13, 2023.
The council's recognition was ceremonial; no policy action was taken. New Town Manager Wes Heathcock, introduced later in the meeting, said he would present a fuller report next month after becoming more familiar with staff and ongoing projects.
The council concluded the recognition by inviting public and council remarks, then moved on to the rest of the evening's business.
