Council names Judah Bay vice mayor and honors outgoing Vice Mayor Leanne Jones Cruz

Earlier in the meeting the council recognized Vice Mayor Leanne Jones Cruz for her years of service. Council members offered remarks praising Cruz's leadership, community engagement and work on local events. Cruz reflected on growing up in Riverbank and urged residents to participate in local government and civic life.
Council scheduled follow-up steps for the District 3 vacancy (city clerk provided application information and deadlines), and noted the vice mayor assignment will next be reconsidered in January when the council reorganizes. The meeting concluded after closed-session report-outs.
