Council approves flag-lot parcel map exception for 2842 Turpin Ave

The Riverbank City Council on Tuesday approved a vesting tentative parcel map and a requested exception to a city subdivision standard so property owners at 2842 Turpin Ave can subdivide a 1.1-acre site into four parcels and create a flag lot.
Michael Arroyo, contract planner with JB Anderson Land Use Planning, told the council the applicants seek an exception to municipal code section 152029, which limits lot depth relative to street frontage, to permit the proposed flag-lot configuration. "The applicants are seeking city council approval for their vesting tentative parcel map application number 01-2024," Arroyo said, outlining that parcels 2, 3 and 4 could be developed with single-family homes while Parcel 1 will retain the existing residence.
Arroyo said the project meets minimum parcel size requirements and that frontage improvements (curb, gutter, sidewalk and driveway) would be required along Deep River Drive as a condition of approval. He also noted that no building development is proposed with the map itself; the item is limited to the parcel map and exception request.
Council members asked for clarifications about an access easement shown on the tentative map; staff explained the easement is intended to preserve the property owners' right of access to the rear of Parcel 1 and to provide access for Parcel 2. The staff recommendation to approve the exception and the tentative parcel map was adopted on a roll-call vote of 4-0.
The council was also told that recording a final map would create separate assessor parcel numbers and assessments tied to each parcel. The approval authorizes staff to proceed with the conditions described in the staff report prior to final map recordation.
The council did not remove or modify the map approval at the meeting; final engineering and conditions of approval will be addressed before the city accepts a final map.
