Staff updates: Riverwalk EIR comment period extended; downtown façade grants and draft ordinances forthcoming

During the March 19 meeting staff provided several operational updates.
John Anderson (contract planning director) said current applications include architectural site-plan reviews for projects such as Black Diamond, Lucky Tiny Homes and Sierra Village, noted construction activity at a Costco car wash site, and said Riverwalk is moving forward with an extended environmental-impact-report comment period and that EIR materials are being converted into Spanish for wider public access.
Staff described a downtown façade program adopted by the City Council that provides funding support for exterior improvements, noting the city will establish processing procedures; Anderson said the program offers up to $15,000 per property for eligible frontage improvements. Staff also said they will begin mapping locations where itinerant vendors (taco trucks and similar) operate to work with environmental resources for evening inspections.
Finally, Anderson said draft updates to an Airbnb ordinance and a massage ordinance are in development and will be brought forward to the commission for future consideration.
No formal actions were taken on these items at the March 19 meeting; staff presented them as updates and work-program items.
