Riverbank approves Stanislaus Urban County annual action plan allocating CDBG, ESG and HOME funds

The Riverbank City Council voted April 23 to approve the Stanislaus Urban County and Stanislaus HOME Consortium annual action plan for fiscal year 2024–25 and authorized the city manager to execute required agreements.
Leticia Ibanez, the city’s housing specialist, explained the plan covers the Stanislaus Urban County’s distribution of HUD entitlement funds — Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG) and HOME Investment Partnerships (HOME) — and described eligible activities such as infrastructure, housing rehabilitation, homeless prevention, rapid rehousing and public services. Ibanez said the plan is due to HUD in May 2024 and covers activities from July 1, 2024, through July 30, 2025.

After public comment and council discussion the Council approved the resolution to adopt the annual action plan on a 5–0 vote.
What’s next: The city manager will execute the CDBG/HOME consortium agreement and staff will continue coordination with county and nonprofit partners to implement funded activities; the plan will be submitted to HUD.
