The Planning and Zoning Commission spent the second half of its Dec. 3 meeting workshopping a proposed small-area plan for the FM 407 Town Center District, including a town-owned 6-acre parcel east of FM 407. Town Manager Sims and a hired consultant described a 'main street' ribbon, tree-preservation priorities and trail connections. Staff said it plans to present a future-land-use change and zoning item for the 6 acres at the January P&Z meeting.
Developers and landowners (DPR Development’s Mike Salvaggio and landowner Dr. John Bitter) and McAdams planner Randy Rivera presented a concept that blends municipal uses (police, town hall, a multipurpose room) on the 6 acres with mixed-use frontage and a deeper, privately owned 12-acre parcel to the south. The concept showed low- to mid-rise buildings oriented to a central plaza, pedestrian connections to Waterbrook, and townhome/townhouse options on the southern end.
Commissioners welcomed the vision but expressed reservations about the intensity and depth of mixed use shown (square footage and 2–3 story buildings placed near existing large-lot residences). Several commissioners recommended a softer transition and more buffering on the south end, locating the tallest buildings nearest FM 407, and routing stormwater/detention to the southern edge as a landscape amenity. Multiple commissioners suggested staff and the developer return in January with alternative block-level sketches showing lower-intensity and transitional options so the planning commission can give more specific guidance to the small-area plan and any future zoning case.
