State plans LEA visits, expert review teams to set CTE baseline and monitor 45% goal

John, the committee's expert review team manager, briefed members on a full deployment of expert review teams this school year. The teams will visit LEAs to collect baseline information on CTE programming, conduct classroom observations and focus groups, and prepare public reports with strengths, challenges and recommendations.
John said the team will organize visits by LEA (not school), and that the first full visits are planned for Caroline and Worcester counties. Each visit will include a virtual orientation, a full‑day on‑site schedule with focus groups of CTE staff, administrators, teachers, guidance counselors and students, classroom observations, and a debrief and reporting sequence. Team membership must include CT committee staff, a neighboring CT teacher, school leadership, and an employer, union or apprenticeship sponsor; committee members and other partners are optional but encouraged to participate.
Rachel noted the expert review teams are a permanent element of the Blueprint and that, over time, teams could recommend to the AIB withholding a portion of LEA funding if serious concerns persist—but the first phase is baseline data collection and technical assistance. The staff will send sign‑up forms for committee members and designees to volunteer for visits.
