Council opened a public hearing and recorded two verbal protests and zero written protests; staff noted that state protest rules require a majority of affected customers to overturn a proposed rate. Multiple residents asked staff and Recology about the senior discount eligibility, vacation‑hold policies, availability of blue bags and how “unlimited” service is defined; staff said those service‑rule details could be addressed during the forthcoming contract negotiations and that some issues would be taken offline with Recology representatives after the meeting.
