A Green Committee representative (Ms. Fiess) described health harms from vehicle idling, the fuel and engine‑damage costs of unnecessary idling, and said the committee sought only an educational campaign, not an ordinance or enforcement program. The flyer was proposed as double‑sided (English and Spanish) and the committee asked to use the city logo and to distribute it in the water bill insert and to school parent newsletters.
Staff said translation and inclusion in the water bill mailer are feasible though postage or minor printing costs may increase slightly. Council approved the inclusion, translation, and use of staff resources to distribute the flyer; the motion passed with no opposition.
Next steps: staff will work with the Green Committee to finalize the flyer, arrange translation, and schedule distribution in a future water‑bill cycle.
