The council voted unanimously to waive $3,711 in city fees requested by Celebrate Napa Valley for the community Halloween parade on Oct. 31.
Director Stepp reviewed the event history and the city's fee structure for road closures; he said the Halloween parade is a short, community-focused event (previously handled as a rolling closure) that in 2024 requires a full Caltrans encroachment permit and related city costs. Maggie Mabe, representing Celebrate Napa Valley, said the parade is primarily for residents, is volunteer-run and that the organization cannot absorb the full closure costs. A board member added that the nonprofit produces several events each year but that Halloween is uniquely local and runs on a shoestring.
Mayor Williams moved and Councilmember Eisenberg seconded a motion to waive the city fees for this year's Halloween parade; the council approved the waiver unanimously.
