Council approves roadway patching and a $146,000 culvert-liner change order

The Loomis Town Council approved two public-works actions Tuesday: acceptance of the staff report on targeted patch paving (Bankhead and Del Mar streets) and authorization of a $146,000 change order to install cured-in-place pipe (CIPP) liners in multiple culverts.
Town Engineer Richard described the paving scope as spot repairs identified in the field and said contingencies were included to capture additional failed pavement discovered during construction. Separately, staff said some culverts encountered during work were not up to current standards and replacing them would significantly increase costs; instead, the contractor proposed a long-life liner. "This is a lining product that is cured in place with a UV light... it's pushed through using air and then cured and it hardens," Richard said, explaining the liner will extend pipe life 15–30 years and avoid multiple future change orders.
To fund the change order, staff proposed deferring the Humphrey Ditch undergrounding project to future years (it will remain on the CIP as an unfunded item). Council approved the reallocation and the change order by roll call.
Next steps: contractor will implement patch paving and install CIPP liners under the approved change order; staff will track expenditures and return to council if additional change orders arise.
