The Loomis Town Council approved hiring Moss Adams to perform an organizational assessment aimed at improving departmental structure, staffing and job clarity.
Amy Rose Gabriel of Moss Adams introduced the project team and described a phased approach: coordination and communications, field work (document review, staff interviews and an all-staff survey), analysis and peer benchmarking, then a final report with recommendations and an implementation roadmap. "I'm Amy Rose Gabriel. I'm director of the team," she said, and outlined that the firm specializes in public-sector organizational development.
Staff said the project is one of eight council-identified strategic initiatives and that the item was budgeted. The RFP closed Aug. 19 with three proposals; the review panel unanimously recommended Moss Adams because of its small-community experience and local approach.
Council members asked about staffing comparisons, industry standards and the involvement expected from staff; Moss Adams described plans for targeted interviews, benchmarking by department and an emphasis on producing actionable recommendations. The council moved, seconded and approved the contract by roll call.
Next steps include Moss Adams beginning field work, distributing an all-staff survey and preparing an existing-conditions report for council review.
