Adams County council obligates ARPA funds for IT, courthouse flagpole and transportation garage funding

The council also approved a $9,425 appropriation to acquire and install a motorized flagpole and new LED lighting at the Adams County Courthouse, using ARPA funds and a contract from Berman Electric. "This will be a completely customized motorized unit," said Speaker 8, describing remote control and security provisions for the installation.
On the Council on Aging transportation garage, members agreed to deplete a special donation fund balance of $46,300 and pay the remaining cost from county general funds. Speaker 2 moved to use the donation account first and county general for the rest; the motion passed with affirmative votes.
Speaker 6 summarized the county's ARPA commitments and cautioned that much of the ARPA balance is already obligated or in contract. The clerk's digital imaging program, originally discussed at $500,000, already has $215,000 obligated with another roughly $206,000 expected to be obligated soon; Speaker 6 said additional clerk‑funded costs could be carried over and paid from the clerk's own fund over time.
Most of the resolutions passed during the meeting were presented as measures to obligate or appropriate ARPA dollars before the county forfeits uncommitted funds, and several items will also go to the commissioners for final approval and contract execution.
