- Resolution 24-3-46 (Capital Improvement Plan, FY26–30): Approved. Council discussed early-year priorities in the CIP; motion carried by voice vote.
- Resolution 24-3-47 (Final plat approval, Whispering Oaks Phase 4 — 48-lot residential subdivision): Approved. Council approved the final plat after confirming inspection/acceptance processes for streets and utility improvements.
- Resolution 24-3-48 (Final plat approval, Whispering Oaks Phase 5 — 3-lot mixed commercial/residential): Approved. Council noted future uses (including an assisted-living use) would require separate submittals.
- Resolution 24-3-409 (Disposition of city property, Lot 10 Block 11 east of 926 Avenue H): Council denied the submitted $1,200 offer as inconsistent with state law and appraisal requirements; staff were directed to work with neighboring owners and the owner at 926 Avenue H on possible survey/negotiation options.
- Resolution 24-3-351 (Change order #3, Valley View dog park): Approved. The change order added $2,288.75 to the contract to cover late adjustments, with operating funds identified to cover the overrun.
- Resolution 24-3-563/564 and related bid acceptances (State Orchard Road Reconstruction; Thirtieth Avenue Reconstruction; Centrifuge replacement; Mid America Center cooling towers): Council accepted low bids or awarded contracts as listed in the packet and approved related procurement.
- Resolution 24-3-62 (Planned commercial development & preliminary plat for a 280-unit multifamily development — Power Drive / Lake Manawa area): Approved. Council acknowledged low rental vacancy (reported ~1.7%) and the project’s tie to tax-credit and financing processes.
- Resolution 24-3-63 (Temporary use permit to operate a warming center): Approved. The warming center was approved for regular daytime operations with an emphasis on adding women's outreach and laundry/shower services.
- Resolution 24-3-59 (Paramedic completion bonuses): Approved. The council authorized $5,000 bonuses for employees who complete the in-house paramedic program and obtain National Registry Paramedic licensure to aid recruitment/retention.
- Resolution 24-3-54 (Acquisition of property interests by eminent domain for MidAmerican Energy): Deferred to Jan. 13. After extended public comment and questions about easements, route alternatives and offers to landowners, councilors asked MidAmerican to provide detailed maps and documentation before reconsideration.
Several ordinance readings and zoning code sign-change proposals were continued or denied to allow staff to rewrite sign regulations comprehensively.
What this means: The council advanced several infrastructure and housing projects, preserved procedural protections for property disposition under state law, and paused a contentious utility easement item pending more detail from the utility.
