Mrs. Culp, the presenter listed on the meeting agenda, summarized the TAPR's role as an annual, retrospective compilation of district and campus information drawn from PEIMS and student assessment data. "This report is designed to tell you what you can find in the annual report," she said, describing sections on student performance disaggregated by subgroup, staff and program information, and an appendix with definitions and methodologies.
The presenter told trustees that the TAPR reports passing performance levels ("approaches, meets, masters") across grades and subjects, and that the 2024 A F accountability and distinction designations were not included on this year's cover page because the A F ratings under the 2024 rule remain pending. She also said the report includes campus improvement plans, the district's accreditation status and a report on violent and criminal incidents, and that the Texas Higher Education Coordinating Board compiles College, Career and Military Readiness (CCMR) postsecondary indicators.
Trustees asked questions about the report's usefulness and how to access specific pages and comparative data. A trustee said the TAPR "doesn't necessarily give us much of a guide to enhance our performance and our improvement," prompting presenters and other trustees to clarify that the TAPR is primarily descriptive and that campus improvement plans and board-approved goals supply the prescriptive elements for improvement.
Mrs. Culp told the board the district's TAPR would be posted on the district website within two weeks and that paper copies would be available at the district central office and on campuses; she offered contact by phone or email for follow-up questions. The board president requested and received a motion to adjourn; the meeting was adjourned at 5:50 p.m.
The hearing was informational only. No votes on district policy, adoption of ratings, or other formal actions related to the TAPR were taken.
