MSDE outlines pathway for military service members and spouses to transfer out-of-state educator licenses

MSDE staff briefed the board on a federal provision (associated with service-members’ licensure portability) and the Department’s plan to implement a licensure pathway for service members and spouses relocating to Maryland under military orders.
MSDE summarized five criteria that must be satisfied for the Department to issue a comparable Maryland credential: (1) the applicant relocated from the jurisdiction that issued the credential due to military orders; (2) the applicant presents the military orders and a copy of the out-of-state license; (3) the license was actively used within two years prior to the move (MSDE noted active use need not be continuous full-time employment); (4) the out-of-state license is in good standing and free of disciplinary findings; and (5) the applicant must meet any continuing or renewal requirements imposed by the Maryland licensing authority after issuance.
To operationalize the pathway, MSDE has added a dedicated military tab to its online licensure application (including attestation and document-upload fields) and intends to add regulatory language to formally align the Department’s rules with the federal provision. MSDE asked the PSB to consider that language at a future meeting so the Department’s regulations reflect this expedited pathway.
Why it matters: the pathway reduces administrative delay for service members and spouses who must relocate quickly and helps preserve workforce continuity in school systems serving military communities. MSDE emphasized this is a recognition pathway to 'get in' and that license holders will continue to be subject to Maryland renewal and continuing professional development rules.
