ZBA approves barbershop at 140 Broadway with two‑chair limit and hours cap

The petitioner’s plan showed three on‑site spaces where four are required by ordinance; D'Auber said the applicant would accept a two‑chair limit if the board preferred a more restrictive approval.
Board members and members of the public questioned parking and safety. Petitioners noted city‑owned nearby parcels and on‑street parking as supplementary employee and customer spaces and said much of the footprint had operated commercially for decades. Jay Patekis of the Office of Economic and Community Development urged the board to approve to remove blight from the site.
The board voted to approve the variance with conditions limiting the business to two chairs and setting Monday–Saturday operating hours from 9 a.m. to 7 p.m. The motion carried on roll call (4–1). The board declined to impose an automatic review period; members noted the petitioner could return to request additional chairs in the future.
