Council approves surplus declaration and transfer process for two lots and agrees to convey Arthur Sharp Estate parcel to state agency

OECD staff told the Committee of the Whole that two city parcels (Map 84 Lot 61 and Map 71 Lot 302 on Richmond Street) will be declared surplus for transfer to the Conservation Commission and eventually be subject to a permanent conservation restriction as part of a larger mitigation package. Officials said the parcels have little or no monetary value and the plan is to convey them into a conservation restriction and ultimately transfer them to the Wildlands Trust as part of a coordinated mitigation strategy with neighboring Lakeville properties.
Separately, the city solicitor presented a communication regarding Assessor Parcel 63‑1 (the Arthur Sharp Estate, 25.86 acres). The Commonwealth of Massachusetts Department of Fish and Game had offered $106,026 for the parcel; an appraisal will be conducted to support the purchase price. Councilors moved to rescind the previous July 2 motion and authorize conveyance of Parcel 63‑1 to the Department of Fish and Game at the offered price or appraisal. The motion passed unanimously on roll call.
Next steps: the conveyance process will proceed with appraisal and formal closing as required by city law; the conservation transfer of the smaller lots will move to the full council agenda for final endorsement and then to formal restriction and transfer steps.
