Council hears bids for Third Street parking lot; approves sanitary sewer replacement resolution

City Public Works staff reported two bid items on Feb. 11: a report on bids for the Third Street Southeast public parking lot and a resolution to proceed with the 2025 sanitary sewer service replacement project.
Doug Wilson told council that the Third Street East of Sixteenth Avenue public parking lot (an estimated $205,000 project) received 10 bids on Feb. 5 that ranged from $187,876.02 to $227,384; this item was a report only and the award recommendation will appear on a future agenda, with construction expected to start in spring 2025 and finish in June.
Ben Worrall described the annual sanitary sewer service replacement project (estimated $510,000) aimed at replacing failing Orangeburg sewer laterals ahead of upcoming roadway projects. Property owners may fix services themselves by April 1 or the city will perform repairs and assess costs. The January 29 bid opening produced four bids ranging from $476,691.50 to $572,389; staff recommended the low bidder, Eastern Iowa Excavating, and the council approved the resolution (motion moved by Councilman Van Orde, seconded by Councilman Overland) by voice vote.
Worrall explained Orangeburg pipe is a wood‑pulp product with a short lifespan and the replacement program prolongs pavement life by repairing laterals before repaving.
