City staff updated the Development Committee on Feb. 19 that construction of the Czech Village New Bohemia Light Line Loop project is scheduled to begin in March, with a target substantial completion date of July 30, 2026.
The Light Line Loop consists of five elements: the roundhouse events building, gateways, roadway and shared‑space street improvements, a promenade and parking‑lot upgrades. Project staff said the roundhouse will function as an event space (the presentation noted capacity up to 197 people) and that the promenade will include festival lighting and ground‑level power for pop‑up events.
Staff reported that the apparent low bid was $13,800,000, which exceeded earlier estimates. “We were fortunate enough to have some lost funds that we can allocate toward it as well as some ability to bring in some extra TIF in the coming fiscal year,” staff said. A dedicated construction manager will coordinate with businesses, and staging plans were described to maintain business access and portions of parking during phased work. Staff emphasized communication with adjacent businesses during construction and described detour and access plans for key intersections.
Committee members welcomed the update and emphasized the need for strong business outreach during construction. Staff said construction manager duties will include regular outreach to business owners during the staged work.
