Development Committee backs Affordable Housing Commission work plan, highlights tenant/landlord resources

The Cedar Rapids Development Committee on Feb. 19 moved to forward the Affordable Housing Commission’s 2025 work plan for City Council consideration after commissioners described outreach and capacity-building steps taken in 2024.

Paula Mitchell, chair of the Affordable Housing Commission, outlined last year’s efforts and said staff and commission members focused on preserving existing affordable housing stock by expanding contractor capacity and public education. “In 2024, a contractor and small developer breakfast was held in February … and from that, 10 new contractors were added to the list,” Mitchell said.

Sarah Buck of Community Development said the commission created a tenant and property-owner tip sheet — reviewed by social service providers and Iowa Legal Aid — to give high-level guidance about screening criteria, rent payment, repairs and resources for renters and landlords. Buck said the sheet is distributed to social service partners, included with Section 8 voucher materials and available in the department’s lobby. “We will be looking at ways that we can get the information that we create out into the community in a better way,” Buck said.

Committee members praised the plan and the outreach tools. One member noted the Reinventing Our Communities cohort and staff work to build a developer track at the Housing Iowa conference to walk local developers through federal requirements such as Davis-Bacon and Section 3 reporting. The committee voted by voice to recommend approval of the work plan to City Council; the plan was scheduled for Council consideration on Feb. 25.

The action is procedural: staff and the Affordable Housing Commission will continue work on developer resources, public education and a subsidized-unit inventory for tracking affordability periods.
