Riverbank council administers oaths, accepts AB 1600 report and approves consent items

Riverbank — At its reorganization meeting the City Council administered oaths of office to newly seated members, presented certificates of election and briefly recessed for refreshments before resuming work on consent and public‑hearing business.

Assistant City Manager Tammy Alcantor presented the city’s FY23–24 AB 1600 (Gov. Code §66001) annual report on system development fee activity, explained statutory disclosure requirements and provided fund balances and project expenditures across multiple SDF funds. Alcantor said Riverbank’s SDF program is codified in Riverbank Municipal Code §150.31. She reported fund balances including the streets/public works fund ($3,470,396), water ($1,688,404), wastewater ($267,214), storm drainage ($2,119,904), parks and recreation ($1,077,762) and police/general ($801,911). Councilors asked about the nexus fee study schedule; staff said such studies are required roughly every eight years and the city is due to update its study now.

The council opened the public hearing on the AB 1600 report, heard no public comments, and approved the report on a 5–0 roll call. The consent calendar (items 15.1–15.3 covering interim appointments and adjustments to salary ranges and part‑time job classifications) also passed 5–0.

On a separate item, staff requested continuing item 16.2 (ratification of development impact fees established by Stanislaus Consolidated Fire Protection District) to a date certain of Feb. 11, 2025 to allow additional information to be finalized; council approved the continuance 5–0.

The meeting closed with staff announcements (holiday events, City Hall closures and a draft housing element submitted to the State Department of Housing and Community Development with an HCD review period through Feb. 28, 2025) and councilmember remarks before adjourning. No closed session was held.
