Committee advances bill barring out-of-state rideshare rules from limiting firearms in drivers’ private vehicles

Senator McIntosh told the Senate Public Safety Committee that Senate Bill 40 would protect drivers who use privately owned vehicles while contracting with rideshare platforms from being subject to out-of-state company policies that prohibit firearms inside those cars.
"This bill protects an individual's right to self defense when using their own private vehicle while conducting business for their employer or contractor's business," McIntosh said, adding the bill responds to policies from California-based companies that she said limit Oklahoma drivers' Second Amendment rights. Committee members pressed on whether drivers are employees or independent contractors and whether the legislature should regulate private-contract relationships; McIntosh described the relationships as contractual and said the bill addresses the effect of an out-of-state contract on Oklahomans.
After limited debate the clerk recorded the vote; the committee announced that SB 40 had advanced with an announced tally of 4 ayes and 3 nays. The committee did not add a fiscal analysis or implementation timeline during the hearing.
