Staff recommended approval and noted the project was determined CEQA‑exempt (Class 3, guideline 15303).
Architect Perry described design goals (horizontal emphasis, landscaping) and clarified that some stone veneer and sill elements were proposed for the front and that he would update photographic renderings to reflect the Tesla roofing product. Commissioners questioned the dimension and structural support of a stone sill that appeared to extend six inches from the face of the wall and suggested reducing the overhang and ensuring proper support to avoid hazards in the side yard.
Public comment: A resident who identified herself as Cheyenne spoke in opposition, saying she did not support a two‑story residence because construction would create extended noise and dust; staff reminded the public that the city enforces construction‑hour limits and dust‑control conditions (7 a.m.–7 p.m. weekdays; 8 a.m.–4 p.m. Saturdays; no Sunday construction).
The commission moved, seconded and approved the project on roll call, with the approval conditioned on the applicant working with the city architect to reduce and detail the sill so that it is structurally safe and does not encroach unsafely into the side yard.
