The San Gabriel Planning Commission on Aug. 12 adopted a resolution approving planning case CUP23-014 to allow on-site sale and consumption of beer and wine at a full-service seafood restaurant in Unit 178A of the shopping center at 529 East Valley Boulevard.
Planning staff (Marlon) described the 1,163-square-foot restaurant space, operating since March 2023, and said the business will serve full meals and does not propose live entertainment. Staff told the commission the census tract is overconcentrated for on-sale licenses (it contains eight on-sale licenses; the threshold cited was four), which requires the commission to make a public convenience and necessity finding; staff recommended approval with conditions and noted the project is exempt from CEQA under a Class 1 exemption for existing facilities.
Conditions of approval recommended by planning and the San Gabriel Police Department include limiting alcohol sales to be only in conjunction with food, limiting business hours (no sales later than midnight), requiring at least two staff on-site during normal business hours, and installation of a video-surveillance system and centrally monitored alarm. The police department may also request reevaluation if public-safety concerns arise.
Applicant representative Stan Zito said the business accepts the staff conditions and noted the application does not increase dining area or seating, so parking calculations remain unchanged. Commissioners asked about the application’s history and parking; staff said the filing was submitted earlier and had been inactive for several months before being reactivated.
A motion to approve CUP23-014 passed on a roll-call vote with Commissioners Lee, Carney, McMorris and Chair Schwartz voting yes and Vice Chair Krapman absent.
The commission’s approval authorizes the conditional use permit and the finding of public convenience and necessity subject to the listed conditions.
