Planning commission approves beer-and-wine permit for Hibiki Barbecue at Sunny Plaza

The San Gabriel Planning Commission approved a conditional use permit (CUP24-004) allowing Hibiki Barbecue at 529 E. Valley Blvd., Suite 108A, to sell beer and wine on-site with food-service conditions and police-recommended safeguards; the vote was 4–0 with one absence.
The San Gabriel Planning Commission on Aug. 12 approved planning case CUP24-004 to allow on-site sale and consumption of beer and wine at Hibiki Barbecue, an existing restaurant in the Sunny Plaza shopping center at 529 East Valley Boulevard, Suite 108A.
Planning staff presented the request and recommended approval subject to conditions that limit alcohol to beer and wine (no distilled spirits), require alcohol be served only with a meal, and impose additional police conditions including a centrally monitored surveillance camera and a requirement that management immediately notify the San Gabriel Police Department of any crimes on or near the premises. Staff said the project is exempt from the California Environmental Quality Act under a Class 1 exemption for existing facilities.
Raul Cueva, who represented the applicant S and G US Inc., told the commission the license would be an incidental addition to a family-oriented Japanese barbecue restaurant and that employees will receive on-site training in responsible beverage service. “The applicant is dedicated to maintaining a responsible environment and adhering to the conditions of approval,” Cueva said.
Commissioners asked about on-site parking and local alcohol density. Staff reported the tenant space is 1,782 square feet, both surface and rear lot parking are available on-site, and the subject census tract already contains eight on-sale Type 41 licenses (the same license type requested). The staff presentation listed operating hours as 11:30 a.m. to 11:30 p.m.; during the hearing the applicant also described hours as 11 a.m. to 11 p.m.
Chair Schwartz moved to approve the CUP; the measure passed on a roll-call vote with Commissioners Lee, Carney and McMorris voting yes, Chair Schwartz voting yes, and Vice Chair Krapman absent.
The commission’s action approves the CUP and forwards any required administrative filings; the decision is final for the commission level and any appeals or subsequent permits would follow normal city processes.
