Planning Manager Samantha Tewasart presented the continued public hearing for SPA24‑001, Ordinance No. 710, explaining the draft ordinance reflects council direction to change minimum‑unit increments to tiers of five and to remove a prior limit that would have prohibited certain units that front Valley Boulevard.
"When the planning commission heard that item ..., they felt that it should be more flexible," Tewasart said, and staff confirmed the current draft allows ground‑floor office uses on Valley Boulevard as well as tiered unit increments (1–5, 6–10, etc.).
During council deliberation members sought a brief clarification from staff that the planning commission recommendation and the council's earlier direction were correctly incorporated; staff affirmed both changes are reflected in the ordinance. Councilmember Dingell moved to adopt the staff recommendation and introduce Ordinance No. 710 for first reading; Vice Mayor Menchaca seconded and the motion passed unanimously, 5–0. The council waived full reading and directed staff to schedule second reading and adoption at the next regular meeting; if adopted the ordinance would become effective 30 days after adoption.
