Eureka council approves applying with Housing Authority for CDBG funds to expand affordable housing

At a public hearing, project staff and Cheryl Churchill, executive director of the Housing Authority, asked the Eureka City Council to support applying for the 2024 Community Development Block Grant notice of funding availability. Staff said the statewide round has roughly $34 million available, jurisdictions may apply for up to $3.6 million and the application deadline is Dec. 30.
Cheryl Churchill outlined a proposal that would expand housing capacity from 8 units to 44 units and rehabilitate a nearby community center used by the Boys & Girls Club, which Churchill said serves 70 to more than 100 children regularly. "The need to update these facilities to have that constant presence in the neighborhood is very important to us," Churchill said.
Speakers including Monica Rose of the Boys & Girls Club and neighborhood resident Rod Strom supported pursuing the grant. Council moved and unanimously approved staff recommendation to pursue the CDBG application with the Housing Authority as subrecipient; council asked for clarifications about relocation assistance and tenant-protection vouchers for the eight households impacted by redevelopment.
