Council opens public hearing on unmet transit needs; HCOG seeks year‑end input

The Eureka City Council held a public hearing Nov. 19 on unmet transit needs and heard a presentation from Michelle Nielsen of the Humboldt County Association of Governments (HCOG).
Nielsen outlined the Transportation Development Act process used to identify unmet transit needs and evaluate whether they are "reasonable to meet" (SEG 968–976). She said the local process collects public input through hearings, an online survey, email and phone comments and that the online survey will remain open through the end of the calendar year (SEG 980–987; SEG 1180–1187).
Nielsen emphasized that public input can also be used to support grant applications even if a request is not formally classified as an unmet transit need: "All input is valuable regardless of whether it may not be an unmet transit need, but it can be used...to support grant applications for improving transit service," she said (SEG 952–956).
Council members raised questions about ridership recovery post‑COVID and student access to College of the Redwoods; staff said these and other comments will be included in the HCOG compilation and reviewed by transit providers and the SSTAC committee ahead of HCOG adoption expected in May (SEG 1194–1208; SEG 1056–1066). No formal council vote on policy was required or taken; council directed staff to forward hearing comments to HCOG for consideration.
Next steps: residents can submit comments through the HCOG survey and staff will forward tonight’s remarks as part of the public record.
