Director of Public Works said five bids were received and Mercer Fraser submitted the lowest responsive bid. Council member Bauer pulled the consent item for clarification and moved approval; the council seconded and recorded a unanimous yes vote.
Staff noted the project approach is consistent with the city's complete‑streets policy and is financed through Measure H funds. The contract award will allow construction to move forward this season and advance planned bike‑friendly pavement improvements in the targeted corridors.
