City manager Slattery said the terminal’s pilings have eroded and now split, creating safety and maintenance issues for the harbor used by commercial fisheries. The project received a $650,000 grant for piling replacement; staff designed the replacement around a fiberglass‑reinforced plastic piling produced by a single vendor and recommended sole sourcing so the engineering does not need to be redesigned and so deliveries can be expedited ahead of crab season.
Slattery said the design work and vendor specification are tied to that material choice and the vendor’s product. Councilmember Contreras Delosche supported bringing the item off consent so the public could hear details; council then voted unanimously to authorize the purchase up to the stated amount.
Next steps: city staff will execute the sole‑source procurement and move forward with shipment and installation planning to complete work before the crab season.
