The La Habra Heights City Council took a set of formal actions at its Dec. 9 meeting. Below are the principal motions and recorded outcomes based on the meeting record.
• Election results certified (Resolution 2024-30): Council accepted the Los Angeles County Registrar's certificate and adopted a resolution declaring Carol Engelhardt and Greg Stoeffler elected to four-year terms. Oaths of office were administered and the new members took their seats.
• Committee assignments and appointments: The council confirmed a slate of delegates and alternates for regional agencies and internal committees (investment advisory, audit/budget, CJPIA, HOSEC, SCAG, WQCA, League of California Cities). Council also announced planning-commission appointments (e.g., Steve Blyton, Joe Lucas) to be formally agendized in January.
• Unpaid brush-clearance lien (Resolution 2024-31): After a protest hearing, the council overruled protests and adopted a resolution confirming costs incurred by the city and authorizing a lien to be placed on the tax roll for a property with prior liens; council discussed potential impacts to the property's sale price.
• EMS training contract (agenda item 20): Council authorized staff to contract with EMS QI Partners for EMS continuing-education services and required that staff remove an extraneous template sentence from section 3.0 of the contract and verify that insurance coverage is equal to or greater than the prior UCLA arrangement prior to execution.
• Housing element consultant and budget amendment (agenda item 21): Council authorized agreement with PlaceWorks to prepare the housing element and approved a $40,000 budget amendment for consultant services; staff will provide expanded public notice ahead of a January hearing. Council discussed litigation with the state and the need for frequent updates.
• Reappointment to Vector Control District: The council reappointed Catherine Howland to the Greater Los Angeles County Vector Control District Board of Trustees for another term.
• Administrative approvals: Consent calendar items (13—18) were approved, the 2025 meeting schedule was adopted, and Council approved a holiday-closure schedule for city hall while maintaining emergency services.
Votes: Several motions were approved on majority voice/roll-call votes as recorded during the meeting. Where roll call was read, council members individually indicated "yes"; no contested failures were recorded on action items discussed at length.
What's next: Staff will return with executed contracts after the conditions noted by council (insurance verification, contract edits) are satisfied, and the housing element public hearing is scheduled for January.
